What is FBR Digital Invoicing?
FBR Digital Invoicing is a government mandated electronic system introduced by Pakistan’s Federal Board of Revenue (FBR) to ensure real-time invoice validation, enhanced tax compliance, and transactional transparency. Businesses falling under the notified categories must generate invoices in a prescribed digital format, verified instantly through FBR’s centralized system.
Mandatory real-time invoicing
Every invoice must be generated and transmitted to FBR as a JSON file, receiving a unique FBR-issued invoice number for verification. This ensures each sale is recorded in FBR’s central database at the time of transaction.
Prescribed invoice format
Sales invoices must follow the FBR-prescribed format, carry a valid digital signature, and include the FBR-generated QR code or reference number.
Secure data handling
All e-invoice data must be encrypted and archived in compliance with FBR guidelines, allowing FBR to audit sales tax transactions.
Licensed integrator requirement
Integration must be performed via FBR-approved software or through a certified/licensed integrator. FBR’s recent circular instructs retailers and other businesses mandated to issue digital invoices to engage one of the approved licensed integrators for system integration.
Businesses in affected categories – notably importers, manufacturers, wholesalers and retailers of fast-moving consumer goods (FMCGs) – must adhere immediately to avoid penalties. Earlier phases of the e-invoicing rollout (since early 2024) already required FMCG sector companies to issue e-invoices through the FBR platform. The current phase extends these obligations broadly: all covered businesses must have their systems FBR-integrated by the specified deadlines, or face fines and operational disruption.
The Federal Board of Revenue (FBR) has mandated real-time electronic invoicing for large taxpayers under the Finance Act 2024 and related notifications. All major corporate taxpayers must integrate their accounting, invoicing, and point-of-sale systems with the FBR’s digital platform by June 1, 2025. In practice, FBR’s SRO 709(I)/2025 sets an even earlier deadline of May 1, 2025 for corporate entities (with non-corporate businesses required by June 1, 2025) to connect their systems to the FBR infrastructure. Non-corporate taxpayers (sole proprietors, partnerships, etc.) must register with the FBR’s e-invoicing system by July 1, 2025. These deadlines are backed by FBR notifications (e.g. SRO 709(I)/2025 and Sales Tax SRO 69(1)/2025) and carry strict compliance expectations.
